The Community Fund Drive (CFD) - is a program designed to help Non-Government Agencies in the Philippines raise their own funds so that they will be able to push for quality development programs and services for the needy Filipino community. It is conceived to be an effective fund raising activity that will not require the participating agencies to invest any capital/resources in risky fund soircing ventures.

CFD was initially launched here in the Philippines in the year 2000 with the participation of 32 NGO's and as of 2006, CFD raised almost 30 Million Pesos to more than 500 Organizations. This only proves that there is so much potential for the CFD to elevate the present condition of many development organizations in the Philippines from dependency on grants/donations to self-reliance and sustainability.

CFD's goal every year is to raise P10-M gross with active involvement/participation coming from 50 to 100 agencies, either new or old partners. Once this plan materializes, many deprived and poor children will have the opportunity to get quality programs and services which they truly need and deserve.



  • To re-invite the 25 active agencies who participated last CFD.
  • Encourage at least 25 new agencies to take active involvement in this yeas campaign.
  • Strengthen the partnership and networking among various development agencies towards complementation of programs and services, convergence, mutual respect and support, as well as pooling of resources.


CFD hopes to get the usual support and cooperation of yearly participating agencies, at the same time campaign and draw more active commitment and support from new prospective agencies/companies.

Prospective agencies are the following:
  • Orphanages
  • Churches (inclusive of church based organization)
  • Public and Private schools
  • Student groups (Boy Scout / Girl Scout and others)
  • Civic Groups (Kiwanis, Lions, Jaycees ,Rotary and others)
  • Cooperatives
  • Social Groups and other NGO's

  • No investment or capital required (not a risky fund raising venture)
  • Great opportunity to raise funds without limit / great income potential
  • Alternative solution to addressing financial sustainability for better program implementation
  • Standby technical assistance to project implementation as contained in the proposal
  • Opportunity for volunteers to help out
  • Take an active role in promoting the vision-mission of "building better lives and stronger communities"


The CFD Program is expected to run from October 2007 to October 2008. The fund raising campaign period will cover the entire months of January 2007 until September 30 (three weeks prior to the grand draw, which is et on second Saturday of October in designated place to be seen and witness by the public. The grand draw is final and absolutely no postponement).

A month after winners were drwan and officially announced, there will be a fund distribution day and awarding of prizes for all the winners, including the remaining agency share from the total ticket sales. All prizes personally, with valid identifications. Prizes not claimed during the fund distribution day will be turned over to the partner agencies to personally distribute to their winners.


Grand Prize $2000 (1 winner)
Second Prize $1500 (1 winner)
Third Prize $1000 (1 winner)
Consolation Prize of $1000 to the top fund raiser of the year raising more than one million pesos
Guaranteed Prize of P1000 for every 1000 tickets sold by the participating agencies.



Criteria for Joining CFD
  • Duly registered with SEC and DSWD recognized / accredited by appropriate agencies.
  • Presently implementing development programs and services for the benefit of the Filipino communities.
  • Official letter of intent duly signed by the agency authorized representative.
  • Accomplished CFD form 1 (agency profile)
  • Finalized MOA between agencies concerned (PCFA & Participating Agency)


Recruitment / Screening of agencies to participate in the CFD

The original agencies that participated every year in CFD is the primary target participants for the next campaign. They will be called in for a general consultation. Modified CFD concept, policies and procedures shall be presented, highlights of which will be in the drawing out of commitment from them for the next campaign year.

For new prospects, it will be one on one legwork (agency presentation) specially for Angeles and other area in Pampanga. There will likewise be regional presentation (one-shot deal with active development agencies / networks) for Luzon and Mindanao.

A prelist / directory of agencies shall be prepared ahead of time for this purpose. The above mentioned criteria for selection shall serve as guide in determining the agencies to qualify for the yearly CFD.

CFD Contracts / MOA Signing

CFD contract shall be accomplished by the participating agency with approval form the authorized representative of PCFA. A MOA shall likewise be prepared ahead of time by the sponsoring agency (PCFA). It will form part of the presentation related to CFD. Once finalized, the official thru the MOA duly notarized. The MOA takes effect immediately after signing.

Ticket Printing / Distribution

Tickets for CFD shall be printed indicating validity and DSWD permit number. It will be pre-numbered and shall bear the word “donation for a cause” and the signature Stamp of the Executive Director or the CFD Manager at the back of the ticket for validity and authenticity.

One ticket booklet shall contain (50) tickets per stubs.

Upon request of the participating agency, the corresponding number of tickets shall be forwarded to them. The agency shall deposit P1.00 per ticket ordered and upon remittances, the deposited amount will be returned to them provided returned on a scheduled time. Tickets delivery thru mailing shall be charge to the participating agency and will be deducted from the 80% agency share at the end of the fund raising campaign.

For mailed tickets, the participating agency shall mail back the acknowledgement receipt (CFD form 3) within 3 days upon receipt thereof, duly signed and accomplished. For door to door delivery, the acknowledgment receipt shall be accomplished and signed by the recipient.

In case there is more demand for CFD tickets, the participating agency could request from PCFA-Clark thru the CFD coordinator, provided however that they have remitted at least 50% of payment for the previous ticket release.

Ticket Sales

Only validated tickets shall be sold to the public. PCFA reserves the right to prosecute any illegal sales of CFD tickets.

The cost of each ticket is P50.00 only. No more, no less!

Ticket stubs shall be retained with the selling agency for the final draw. However, only paid ticket stubs shall be included in the draw.

Ticket Return / Loss

All unsold tickets shall be returned one month before the draw. Tickets not returned on the said deadline are considered sold. On meritorious cases, late return of tickets but not later than two weeks before the draw shall be accepted, however with a corresponding additional charge of P1.00 each. All of which shall be deductible from the 80% share proceeds of the sale of each agency. The above condition implies that all tickets not returned two weeks before the grand draw shall be paid in full by the agency concerned.

Lost tickets must be reported immediately by the selling agency. Based on the ticket stub, the agency shall issue a certification that such ticket was lost by a particular holder. Same information regarding ticket loss shall be furnished to the sponsoring / implementing agency to PCFA.

Collection of Payments / Remittances

Participating agencies shall ensure updated collection of payments from their respective clients. PCFA shall make it a policy that all payments, either cash or in check be remitted to the CFD bank account at least every three months or quarterly or as frequently as the agency could do it.

All participating agencies that remitted to PCFA bank will provide a deposit copy either fax or mail to implementing agency for proper recording.



The Grand Draw shall serve as the culminating activity for the CFD. It will be held on the last Saturday of the month before the permit expire. It is open to the public viewing with invited representatives coming from the DSWD, PCFA and various agency representatives.

All entries / CFD paid stubs shall be raffled in a “tambiolo” by a PCFA authorized representative, assisted by the DSWD representative. In case one person wins more than one major prize, he / she shall only be entitled to the highest prize.

Results of the draw shall be posted on PCFA website the following day after the draw, and official notice shall be served within fifteen (15) days thereafter. Prizes will be available for release together with the agency shares in a scheduled fund distribution day within the next two weeks after notices were sent out.

All prizes could be claimed upon satisfaction of requirements needed for release of prize.
